Ho un MacBook Air della fine del 2013, con MacOS Mojave collegato a un monitor 4K:

Ho letto in diverse occasioni che questo chipset è in grado di emettere 4K, ma macOS gli impedisce di farlo.

No, il tuo MacBook Air 2013 non può gestire un display 4K. MacBook Air 2013 è dotato di un controller Thunderbolt 1 che supporta DisplayPort 1.1. DisplayPort 1.2 è necessario per ottenere il supporto 4K.
