La NASA concede in licenza il software che sviluppa?

La NASA fornisce un software di visualizzazione chiamato Panoplia . Esiste una pagina Crediti e riconoscimenti che riconosce ed elenca le licenze delle dipendenze del software, ma non fornisce informazioni sulla propria licenza.

Ho esaminato altri software prodotto dalla NASA , incluso il codice sorgente per GISS e non riesce a trovare alcuna informazione su una licenza.

Le informazioni più vicine che riesco a trovare sono nelle Domande frequenti per il modello climatico globale EdGCM Global che dice il codice è nel "dominio pubblico"

  • è prassi normale della NASA rilasciare il codice nel pubblico dominio?
    • ci sono delle eccezioni?
    • Posso presumere che Panoply sia di dominio pubblico e possa essere utilizzato senza restrizioni diverse da quelle imposte dalle licenze delle dipendenze del software?
    • L'assenza di un permesso specifico per riutilizzare il codice è un problema (questo problema è stato sollevato nella risposta a una domanda a parte )
  • Quanto è diffusa questa pratica tra le agenzie governative?

È un software gratuito, soggetto ai limiti del software di terze parti da cui dipende Panoply. Dal link (per vedere la licenza fai clic su "Fai clic per visualizzarne altri" in "Usa vincoli"):

Scope of License. Subject to all the terms and conditions of this license and of the individual licenses of any third-party libraries, NASA Goddard Institute for Space Studies grants the user royalty-free, nonexclusive, nontransferable, and worldwide rights to reproduce, modify, reverse engineer, and distribute the Panoply software package, herein referred to as the Product.

Conditions and Limitations of Use. Neither the U.S. Government, nor any agency or employee thereof, makes any warranties, expressed or implied, with respect to the Product provided under this License, including but not limited to the implied warranties or merchantability and fitness for any particular purpose.

Liability. In no event shall the U.S. Government, nor any agency or employee thereof, be liable for any direct, indirect, or consequential damages flowing from the use of the Product provided under this License.

Non-Assignment. Neither this License nor any rights granted hereunder are transferable or assignable without the explicit prior written consent of NASA Goddard Institute for Space Studies.

Names and Logos. User shall not substitute its name or logo in identification of the Product.

tl; dr - Il software NASA è non di dominio pubblico.

La NASA rilascia alcuni software sotto NOSA . Una grande quantità di software NASA è classificata o limitata allo staff della NASA. Il codice sorgente per GISS GCM Model E richiede che tu sia interno alla NASA per accedervi. Il Johnson Space Center ha un elenco completo dei vari livelli di controllo sulle licenze .
